The Second International Meeting of the Territories of Co-responsibility took place in Mulhouse on 22nd and 23rd of November. It was a great success with the participation of more than 300 persons from 19 countries and in-depth debates on the different aspects of the co-responsibility approach, its application in different context and networking questions.
The main conclusions are:
- the decision to build a large network of Territories of Co-responsibility taking advantage of the existing network of 8 cities which has been working together now for 3 years through the URBACT programme, and enlarging it to all the cities and territories which are already applying co-responsibility for the well-being of all approach and SPIRAL methodology, representing a community of at least 200 territories in more than 15 countries;
- the will to focus the networking on new technologies of communication, mainly through the websites (Wikispiral website and the website of the network) with limited travel, taking into account the large number of members;
- the updating of the Charter of Territories of Co-responsibility (available soon);
- the approval of a lead group of 3 Territories of Co-responsibility (Braine-l’Alleud in Belgium, Kavala in Greece and Lisbon region platform in Portugal) to coordinate the network until the 3rd international meeting of Territories of Co-responsibility with the support of the Council of Europe, taking over from Mulhouse which has assumed this responsibility during the last 3 years. Braine-l’Alleud will be predominantly in charge of the coordination of political aspects of the network and will organize the 3rd international meeting of territories of Co-responsibility in 2015. Kavala will be predominantly in charge of animation of the network in terms of mobilisation of citizens and local actors and Lisbon region platform will be in charge of the coordination of the formal organization and structuring of the network. In a first phase, the coordination tasks will be ensured by the Council of Europe secretariat and will be transferred progressively to the 3 cities, according to the means available in the network.
