Sweden - Botkyrka

Botkyrka is one of Sweden’s youngest and most international municipalities. The fifth biggest municipality in the Stockholm county with 80 000 inhabitants, Botkyrka has exciting prospects for development.

To meet the challenges of the future, Botkyrka needs to forge together with its inhabitants and other stakeholders a coherent concept of the role which the municipality, and its inhabitants, can and will play in a growing metropolitan region.

Botkyrka municipality has launched the production of a series of district-based long-term programmes for sustainable development, prepared as collaborative efforts of various Botkyrka administrations in dialogue with people who live and work in the different districts. In this process the concept of co-responsibility fits very well. Participation in the TOGETHER network offers interesting opportunities to try out, compare and develop further methodological issues related to local development and a shared concern for the well-being of all.

1.Together for a more secure Alby

This pilot project was launched in September 2011 in a district located in the northern half of the municipality. The main activity for this pilot has been organizing and mobilizing citizens to participate in night patrols in the Alby neighborhood. It involves the following local actors: different departments from the municipality; The Council of Associations in Alby; OPAD (Organization for poverty alleviation and development; the local police and the Alby Youth Club. Security is a crucial issue for the development of Alby. During 2009-210, there were an increasing number of violent situation, including incidents were shot guns were involved. The Night Patrols quickly became the main ingredient and connecting point for the activities around security. The number of people patrolling has increased from 8-10 when the pilot action started to 35-40. Alby night patrols have been able to help another district in the municipality and they also provided support to other municipalities.

2. Finding practical ways to implement a social economy at the neighborhood level

This pilot project was launched in in January 2011. Social economy as an idea has been discussed and investigated in the Mayor’s office for a long time, without any concrete ways towards implementation having emerged. Alongside this, at the neighborhood level in Alby there have been several local associations who maintain they can perform some tasks (mainly cleaning and security) in the area better then external companies currently recruited to carry them out (as local associations have better know how and networks). Local actors from different organizations and sectors are seeking to define shared policy priorities and are trying to translate this into appropriate criteria for a new council procurement process. The future of this action is not yet clear. Either it continues according to the plan or it will be developed as an agreement between municipality/ housing associations without touching the procurement rules.

3. Intercultural Alby

This pilot project started in February 2011 involving: The District Group; the local Anti-discrimination agency; The Council of Associations in Alby; OPAD (Organization for poverty alleviation and development and Fanzingo. What began as an anti-discrimination seminar has developed into a network for tolerance and for an intercultural Alby, with activities such as workshops, film productions with young people about tolerance, as well as intercultural evenings. The local engagement is good and the political support is substantial.
