Local level

The local level is of key importance for the weaving of resources, both material and immaterial.

Trust at this level implies:

  • trust in the citizens' own capacity to act;
  • trust in the capacity to interact with institutions (local, regional, national, international);
  • trust in the ability to better connect and understand the current global dynamics;

The local level is the space where responses to urgent or immediate matters can be better woven with a strategic, long term vision of community development. Engaging in local processes of transformation is the best way of asking questions about the global level. Without a good grip of local dynamics there can be little interaction with global issues. As local action is often conditioned by decisions taken at other levels: it’s important to enhance the value of local processes as sources of experience and knowledge to formulate requests for change at other levels. The “character” of a local process results from a combination of actions at different levels: individual, collective, institutional. A strategic view on how to progress towards the well-being of all results from the involvement of all levels. This is why reducing poverty, precariousness and inequalities is a complex process of collective research on an unwasteful/careful/conscious use of resources and on the mobilisation of all the capacities and competences that are present locally. Such optimisation of human ability and imagination also requires knowledge and learning paths from experiences elsewhere.

By contributing to this section you are helping the Council of Europe and the European Commission to reconsider and rethink the ongoing processes going on in your communities and come up with innovative policies. Whether you are a local activist or a public official you are encouraged to share knowledge and experience to help other activists or public servants to generate/foster action in their localities.
